9771 Fuel Quota Online Apply: Complete Registration Guide by CNIC in Pakistan

 



The Government of Pakistan has officially introduced the 9771 Fuel Quota System (also known as the "Motorcycle Petrol Subsidy Relief Package 2026") to provide targeted relief to low-income citizens. This system provides a subsidy of up to Rs. 100 per liter for eligible users.

Below is the complete guide to registration and application.


1. Registration via SMS (9771)

The fastest way to check your eligibility and start the registration process is through the official SMS code.

  • Step 1: Open your mobile messaging app.
  • Step 2: Type your CNIC number (13 digits, no dashes).
  • Step 3: Send this message to 9771.
  • Step 4: You will receive a confirmation code. Send that code back to 9771 to complete the verification.
  • Step 5: You will receive a final SMS confirming your eligibility status.

2. Registration via Mobile App

The government is launching a dedicated "Fuel Subsidy App 2026" (expected release in the 2nd week of April 2026).

  • Download: Once available, download the app from the Google Play Store or Apple App Store.
  • Sign Up: Register using your CNIC and Mobile Number (both must be registered in your name).
  • Vehicle Details: Enter your vehicle registration number (Motorcycle, Rickshaw, or car up to 800cc).
  • OTP Verification: Complete the identity check via a one-time password sent to your SIM.
  • Digital Voucher: Once approved, the app will show your monthly quota (typically 20–30 liters) and generate a QR code for use at petrol pumps.

3. Eligibility Criteria

To qualify for the fuel subsidy, you must meet the following requirements:

  • Income: Monthly household income should be below Rs. 50,000 – 60,000.
  • Vehicle Type: Only motorcycles, rickshaws, and small cars (up to 800cc) are currently eligible.
  • Ownership: The vehicle and the mobile SIM card must be registered in the applicant's name.
  • Status: You should not be a high-ranking government employee or already receiving multiple conflicting subsidies.

4. How to Use the Quota at Petrol Pumps

  1. Visit a designated petrol station (look for "Subsidized Fuel" signs).
  2. Open your Fuel Subsidy App and generate a digital voucher/QR code.
  3. The pump operator will scan your code using a government-provided device.
  4. The system will automatically validate your remaining quota and dispense the fuel at the subsidized rate.
