Punjab Bike Transfer Relief 2026: The Complete Guide

The Government of Punjab has announced a major relief package for motorbike owners, waiving ownership transfer fees until May 2026. This initiative aims to encourage citizens to legalize vehicle documentation and reduce the number of bikes running on "open transfer letters."

Phase 1: Pre-Requisites (What You Need)

Before starting the online process, ensure you have the following:

  1. Original Smart Card/Registration Book of the bike.

  2. CNIC Copies of both the Seller (current owner) and Buyer.

  3. Active Mobile Number registered in the buyer's name.

  4. e-Pay Punjab App installed on your smartphone.

  5. Biometric Clearance: Ensure both parties can visit a NADRA e-Sahulat center or use the smartphone biometric verification.

Phase 2: Step-by-Step Online Process

Step 1: Initiate via e-Pay Punjab

  1. Open the e-Pay Punjab app or visit the official web portal.

  2. Select the Excise & Taxation Department tab.

  3. Click on Transfer of Ownership (Motor Vehicle).

  4. Enter the Vehicle Registration Number (e.g., LEC-26-1234).

Step 2: Enter Buyer Details

  1. The system will fetch the current owner's details. Verify them and click Proceed.

  2. Select Individual or Organization.

  3. Enter the Buyer’s CNIC and Mobile Number.

  4. Fill in the Buyer's Address and District.

Step 3: Generate PSID (The "Free" Part)

  1. Click on Calculate Transfer Fee.

  2. Note: Under the 2026 relief scheme, the Transfer Fee will show as 0 PKR.

  3. However, you may still see a small fee for Smart Card Printing or outstanding Token Tax.

  4. Generate the 17-digit PSID. If the balance is zero, you will simply receive a confirmation; if there is a smart card fee, pay it via ATM, Mobile Banking, or JazzCash/EasyPaisa.

Step 4: Biometric Verification

  1. Once the PSID is processed, the transaction enters the "Bio-Pending" phase.

  2. The Seller must perform biometric verification first (via app or NADRA office).

  3. The Buyer must perform biometric verification within 30 days of the seller's verification.


Phase 3: Final Approval & Smart Card

  1. After successful biometrics, the application moves to the Motor Registration Authority (MRA).

  2. The MRA will review the electronic data.

  3. Once approved, the status will change to "Delivered."

  4. Your new Smart Card will be dispatched to the buyer's address via Pakistan Post.

⚠️ Important Deadlines & Warnings

  • Fee Waiver End Date: This "No Fee" offer is strictly valid until May 2026. Transfers initiated after this will revert to standard government rates.

  • Open Letters: It is now illegal to drive a bike on an open transfer letter. Use this free window to avoid heavy fines or vehicle impoundment.

  • Verification: Always double-check the chassis and engine number on the portal against the physical bike before finalizing the purchase.
