1. The New Fee Structure
The total cost has been consolidated into a single payment. Previously, citizens paid various manual charges totaling approximately Rs 200; the new fixed rate is Rs 550.
| Component | New Fee (Rs) |
| Basic Domicile Fee | 200 |
| e-Affidavit (Stamp Paper) | 300 |
| PITB Service Charges | 50 |
| Total | 550 |
2. Key Changes in the System
Fully Digital: Manual fee submissions at banks are being phased out.
All payments must now be made via e-Pay Punjab. Doorstep Delivery: Domicile certificates will now be delivered directly to the applicant's home via courier service (fixed at Rs 60).
Faster Processing: The new automated system aims to reduce issuance time to just 2–3 days.
Digital Verification: A NADRA-style database is being integrated to ensure transparency and prevent record tampering.
3. Why the Increase?
The provincial cabinet, led by the Chief Minister, linked the fee hike to the operational costs of the new Digital Domicile Management System.
Maintenance of the PITB digital infrastructure.
Cost of high-security paper.
Data hosting and SMS alert services for applicants.
